A documentation form is a standardized template used to aggregate all relevant information in regards to a Key Performance Indicator (KPI). It sets the basis for a rigorous performance measurement framework, by providing details about the KPI in terms of description, targets, purpose, limitations and accountability.
West Sussex County Council is the first authority in the United Kingdom that has implemented a software to provide citizens open access to its performance data. Its goal is to “help our residents lead happier, healthier, longer lives”. To ensure that its ambition will be attained, the Council has started to monitor a series of KPIs, in the three main areas of interest: children, old people and economy.

One of the interviewed academics was Sanna Pekkola, Senior Researcher at Lappeenranta University of Technology, in Finland.
Negative side effects produced by the target-setting process include a rise in unethical behavior, a practice whose incidence has increased recently times. Unethical behavior, according to The KPI Institute, represents the process of influencing results through unapproved means in order to ensure target achievement.
